Estonian IBAN is not required.

I am not sure when Google removed this requirement, but nowadays it is not longer mandatory to use an Estonian IBAN to receive payments from Google. Now you can choose an IBAN from a lot of countries:

You can use a bank account from any country in Single Euro Payments Area (SEPA).

When I realized that it is not required I openned a Revolut Business Account, it’s very easy and fast. They will provide you a Lithuanian IBAN that you can add to your Google Payment Methods. In a few hours you account will be available and then you must verify it, as usual, before to receive payments from Google.
